Blue Badge Scheme FAQs

How do I report misuse or abuse of a Blue Badge?

The Borough of Poole takes all allegations of abuse or misuse of parking badges seriously. If you have any concerns regarding the misuse or abuse of a Blue Badge you can report this (anonymously if you prefer) by, reporting misuse online, writing to us, or via email to bluebadges@poole.gov.uk

Please can you ensure that you provide us with as much information as possible to help us with our investigations, including:

  • SERIAL NUMBER of badge – the badge number is unique to the Blue Badge Holder and is necessary for us to identify the person whose badge is being misused in order for us to investigate each case fully.
  • Expiry Date of Blue Badge
  • Issuing Authority stated on the Blue Badge
  • Name of badge holder or person misusing the Blue Badge (if known)
  • Address of person misusing the Blue Badge (if known)
  • Description of person/people misusing the Blue Badge e.g. age, gender
  • Date and time of misuse
  • Place of misuse
  • Details of vehicle of person misusing the Blue Badge e.g. model & make of car, colour and registration number
  • Details of your concern – describe how the person is misusing the Blue Badge

Please be assured that all allegations of misuse/abuse are thoroughly investigated and appropriate actions taken however these matters do often take time to be resolved.

Do I qualify for a Blue Badge? 

You will automatically qualify if:

  • You receive either Personal Independence Payment (PIP) for Moving Around Descriptor (8-12 points) or Disability Living Allowance (DLA) at the higher rate of 'mobility component' for help with getting around (PIP will gradually replace DLA except for those below the age of 16 and those over the age of 65 already in receipt of DLA). You will be required to provide a copy of your official letter confirming that you receive the allowance. Documents must be current (dated within the last 12 months) and show an end date for the award or state indefinitely along with your current address. For people receiving PIP, evidence provided must include the page showing the ‘Moving Around’ descriptor which gives the point score.

  • You receive a War Pensioners' Mobility Supplement (WPMS) or have received a lump sum benefit under the Armed Forces Compensation Scheme (AFCS) within tariff levels 1-8 and have been certified as having a permanent and substantial disability which causes inability to walk or very considerable difficulty walking by the Service Personnel and Veterans Agency (SPVA).  You will be required to provide a copy of your official letter confirming that you receive one of the above awards dated within the last 12 months.

  • You are registered blind (you do not automatically qualify if you are registered partially sighted – please see section below)

     

You may qualify if: 

  • You, or the person on whose behalf you are applying, are over the age of two and have a permanent and substantial disability which means that you are unable to walk or have very considerable difficulty in walking.

  • You are applying for a child under 3 - a child who has a condition that requires: 


    a) that they need bulky medical equipment which cannot be carried around easily or

    b) need to be kept near a vehicle to be treated in that vehicle or be taken to a place where they can be treated   
  • You drive a motor vehicle regularly, have a severe disability in both arms, and are unable to operate all or some types of parking meter (or would find it very difficult to operate them).

You do not qualify if: 

  • You have a psychological disorder, learning or behavioural problems. This will not normally qualify the applicant unless their impairment causes very considerable, and not intermittent, difficulty in walking.

  • You have a condition that is only temporary or intermittent, including where you are awaiting for medical treatment (e.g. an operation)

I do not live in Poole can I still apply through the council for a Blue Badge?

No - The Borough of Poole can only administer Blue Badges for residents in the Borough of Poole, we cannot administer badges for any other council. If you are unsure which authority you live in have a look at your last Council Tax bill as it will be clearly displayed on that.

Applying on behalf of another person

You may complete an application on behalf of another person (as long as that person has given their consent) such as a parent, partner, other relative, neighbour etc.

Please note: the application should be completed with the details of the person on whose behalf you are applying.

Applying for an Organisation

Organisation badges are included within the scheme and may be issued when a vehicle(s) belonging to the organisation is used to carry multiple persons who would meet the criteria for an individual badge.

The vehicle registration document(s) may be required as evidence and the organisation will also be required to provide details of the numbers and disabled categories of people resident/attending the organisation.

There is also a fast track application process for people with a terminal illness

A fast track process is in place to provide a compassionate and efficient service for people who are terminally ill.

The fast track application is only available from your GP, specialist community nurse or palliative care nurse, who will complete it on your behalf. Once a completed application form is received we will complete the process and issue a parking badge as a matter of priority.

How do I renew my Blue Badge?

Badges are normally valid for a period of three years, although in some cases the badge may be issued for a lesser period. If you have changed your address within the last three years please ensure we have been notified. Please ensure you contact the Blue Badge Team direct either by phone, in writing or e-mail.  It is your responsibility to ensure that your badge is valid and up to date.

Approximately nine weeks prior to the expiry of your current badge you will be issued with a reminder letter and application form to reapply.

You may also renew your Blue Badge online at www.gov.uk/apply-blue-badge. If you have any queries please contact Customer Services on telephone number 01202 633605.

Please Note: You are strongly encouraged to apply directly through www.gov.uk/apply-blue-badge as this will speed up your application.

On renewal you will need to have a completed application form, provide one passport quality sized photograph, relevant documentation (photocopies only) dated within the last 12 months and a fee of £10.00. Payment can be made by cheque, postal order or debit/credit card.

All expired badges, whether renewed or not, MUST be returned to the Blue Badge Team. If you are found to be using an expired badge you could be subject to a £1,000 fine.

What happens next with my Blue Badge application?

WARNING – It has come to our attention that some websites are charging an upfront fee to make a blue badge application on behalf of the applicant.  Please be advised that you can make an application, free of charge, through Gov.uk or by contacting the local Authority. You will be charged a £10 administration fee if your application is successful. 

Automatic Eligibility

If you have told us that you have any of the following benefits, you may automatically qualify for a Blue Badge:

  • You receive either Personal Independence Payment (PIP)  Moving Around Descriptor (8-12 points) or Disability Living Allowance (DLA) at the higher rate of 'mobility component' for help with getting around. Please note: If you are registered partially sighted or in receipt of Attendance Allowance you will need to fill in the further assessment application form as this is not an automatic qualification.

Documents must be current (dated within the last 12 months) and show an end date for the award or state indefinitely along with your current address.

If you receive any of the above and you wish to apply for a Blue Badge you can obtain an application form by contacting our Customer Services on telephone number 01202 633605 or alternatively you may apply online through www.gov.uk/apply-blue-badge

You will need to provide evidence (photocopies only) of the benefit (above) that you have told us about. If you cannot provide the evidence required, you will not be automatically eligible and you will have to complete a further assessment application form which will slow up your application.

You can obtain confirmation of your award from the following:

  • Disability Living Allowance (DLA) Mobility help line - on Telephone Number 03457 123456 (for people born 9th April 1948 onwards) and 0345 6056055 (for people born on or before 8th April 1948)
  • Personal Independence Payment (PIP) on Telephone Number 03458 503322
  • War Pensioners' Mobility Supplement / Armed Forces Compensation Scheme / Service Personal Veterans Agency on Telephone Number 0800 169 2277

If you are automatically eligible, the application will be processed and sent to Northgate Public Services who process badges on behalf of the Department for Transport and they will print the badge and send it to you at your home address.

On receipt of your completed application form by us, it could take approximately 6 - 8 weeks for us to process your application. Renewal applications are dealt with in date order and processed closer to the date of expiry.

Further Assessment Applications

If you are not automatically eligible for a Blue Badge you may still apply by completing a Further Assessment Form.  You can obtain an application by contacting our Customer Services on telephone number 01202 633605 or alternatively you may apply online through www.gov.uk/apply-blue-badge. It is important that you complete the application as fully as possible as this will speed up the application process. You also need to be aware that we may request that you see an Occupational Therapist for an assessment of your mobility.

On receipt of your completed application form by us, it could take approximately 6 - 8 weeks for us to process your application, if we need you to have a mobility assessment, it will take longer than this.

If your application is unsuccessful

You will be notified in writing of the reason and will be given the opportunity to appeal against the decision but only if you have additional information or evidence, for example, a supporting letter from a GP, Specialist, other Social or Healthcare professional. Please be advised that any appeals MUST be made in writing or email for the attention of:

We will only consider your appeal if you have additional information or evidence about your disability. You may also be asked to see an Occupational Therapist who will undertake an assessment of your mobility.

When and how should I display my badge?

You must display your badge with the time disc (when necessary) on the dashboard of the vehicle in which you have travelled, either as a driver or passenger. The badge should not be obstructed or covered in any way by other items and should be shown displaying the badge number and large expiry date.

Please also check any local signage concerning parking restrictions/parking fees.

Can I use my badge abroad?

The Blue Badge design is now standard across the European Union and you are entitled to the local concessions which apply in each member state. Please note these vary from country to country. Details are contained in the booklet received with your Blue Badge Rights and Responsibilities

I have moved to Poole and have a badge issued by another Local Authority. Can I use it here?

Yes -badges issued anywhere in the European Union can be used. If you have moved permanently to Poole you will need to advise your previous Local Council of your change of address in order for them to transfer your Blue Badge record to the Borough of Poole. Please contact the Blue Badge Team to apply for a new badge approximately 9 weeks before your current badge expires.

Can a member of my family or friend/neighbour use my badge?

No - badges must only be used when the badge holder is travelling in a vehicle in which it is displayed.

Am I entitled to free parking in Pay and Display car parks if I have a Blue Badge?

Blue Badge Holders will be subject to the normal parking charges within all surface Off Street Car Parks in Poole.

Free parking is available for Blue Badge Holders in all on Street "Pay and Display" areas in Poole but subject to any time restrictions stipulated on the machine's information plate or other signs within the car park. Your badge and clock must be displayed.

Due to the abolition of tax discs, Disabled Tax Exempt Vehicle Holders will now need to apply for a permit.  The Borough of Poole recently carried out a consultation in relation to the free parking concession currently offered to Disabled Tax Exempt Vehicle Holders. The consultation has now ended and Members have approved the introduction of a permit system to manage the scheme.

The new permit scheme came into effect on 1st July 2016. To ensure that Disabled Tax Exempt Vehicle Holders continue to receive the parking concession, a permit needs to be obtained from the Council. This is to replace the register the Council had set up, which came to an end on 30th June 2016.

You may qualify for free parking in other district council-operated car parks. If you wish to apply for this concession please contact the appropriate Local Council.

How do I get tax exemption for my vehicle?

If you are in receipt of either Personal Independence Payment (PIP) Enhanced Rate of Mobility Component or Disability Living Allowance at the higher rate mobility component or War Pensioners' Mobility Supplement / Armed Forces Compensation Scheme you may be able to apply for tax exemption on your vehicle. How do I apply for assistance under the Motability scheme?

Motability may be able to offer financial assistance towards the payment of a car or adaptations.  You may qualify if you are in receipt of either Personal Independent Payment (PIP) Enhanced Rate of Mobility Component or Disability Living Allowance at the higher rate mobility component or War Pensioners' Mobility Supplement / Armed Forces Compensation Scheme.  For more information and to apply contact www.motability.co.uk

How do I update my Blue Badge details?

My surname has changed, what should I do?

You should inform us of your change of name as we will need to update our records on the National Blue Badge Database. Please write to us advising of the reason for your change of name together with evidence (e.g. copy marriage certificate). You may continue to use your current badge until expiry but if you wish to have your badge amended please contact us to request a replacement badge. There will be a £10 charge for this service.

I have changed address, do I need to tell you?

You should contact us by telephone on 01202 633605, in writing to the Blue Badge Team or by e-mail at bluebadges@poole.gov.uk , as soon as possible, informing us of your new address. We will update our records to ensure that your renewal reminder is sent to the correct address, if still residing in the Borough of Poole.

I am a badge holder and am moving out of Poole, what should I do?

You will need to inform us of your change of address (as above) so that your Blue Badge record can be transferred to the Authority you have moved to. Your badge will remain valid until the expiry date and you will be able to use it in your new County. When your badge expires you will need to reapply to the Local Authority in the area in which you are living.

The badge holder has died, what should I do with their badge?

You should contact us by telephone on 01202 633605, in writing or by e-mail at bluebadges@poole.gov.uk, as soon as possible, informing us of the badge holder's name, address and date of death. The badge should be cut in half and returned to the Blue Badge Team, Room 1, Civic Centre, Poole BH15 2RU. We will update our records to ensure no further correspondence is sent.

Note: Please be aware that you cannot transfer to another person or use a badge of a deceased person as this is a criminal offence and liable to a £1,000 fine for misuse.

My Blue Badge is no longer required, what should I do with it?

If you no longer require your Blue Badge e.g. your condition has improved or deteriorated to the point that you no longer access the community please write to us, returning your badge advising why it is no longer required.

What if I have a problem with my Blue Badge, such as it is lost, stolen or faded? 

If your badge has been lost or stolen you will first need to report this to the police who will give you a Lost Property/Crime Reference Number. (Telephone Number 101 – You may be asked by them to report it online at www.reportmyloss.com).

There will be a fee of £10 for all replacement Blue Badges.

To obtain a replacement for your lost or stolen badge please contact us: 01202 633605, write to us at the following address or e-mail at bluebadges@poole.gov.uk  and we will advise you regarding payment for the replacement badge.

If your badge has faded, it is no longer valid. You will need to return the badge to us for this to be replaced. 

Please note that the expiry date on the replacement badge will be the same as that stated on your lost, stolen or faded badge.

There will be a £10 fee for all replacement Blue Badges.

A replacement Blue Badge will take approximately 6 - 8 weeks to process.

My badge has expired, what should I do?

You should cease using an out of date badge immediately and it should be returned to the issuing authority. If you have not received a renewal letter please contact us to re-apply on 01202 633605 or apply online at www.Gov.uk/apply-blue-badge. 

Please be aware that you must not use an expired Blue Badge as this is a criminal offence and liable to £1000 fine for misuse.

I used my badge but received a parking ticket, what should I do?

If you wish to appeal against the parking ticket you will need to contact Parking Services that will have issued this. The contact details will be printed on the reverse of the Penalty Charge Notice.
